Tarveas housed no legion and had little to protect itself, its defences having been scrapped and moved to places of greater strategic import as the war grew more desperate. Rather than allow it to fall to the dreadspawn and risk being wiped from the Wheel forever, the entire sapient population of Tarveas decided to commit suicide at once.
